How can you use the Baseline Replacement Cost Tool to evaluate which pipes will reach the end of their useful life for every year over a given window, if the trigger is not pipe age, but say excessive maintenance? Do you have to somehow include a year by year multiplier that will push pipes that presently do not have excessive maintenance this year, over the trigger to be included in the next year's (or subsequent year's) Baseline Replacement Cost evaluation?
